Headlines: the revised NAP

• A more targeted approach overall – for example, move away from blanket approaches where a more focused intervention could deliver the same or better environmental outcomes.
• Commitment to targeted phosphorus reduction – a goal to reduce Northern Ireland’s overall phosphorus surplus by 30% over the four-year NAP period through targeted action.
• Nuanced approach to chemical phosphorus fertiliser – combines soil test results, nutrient planning, point-of-sale controls, merchant training and a Responsible Phosphorus Management campaign.
• From Derogation to Nutrient Stewardship – existing Derogation model replaced by a two-tier Nutrient Stewardship Programme, recognising higher-performing farms while supporting others to improve over time.
• Better nutrient tracking – for exampele, strengthening the recording and verification of slurry, manure, processed slurry and digestate movements.
• Stronger review and accountability – specific measures (for example, use of P fertiliser) singled out for review after two years, with governance to monitor implementation and recommend adjustments where needed.
